I used the gimp (a free photoshopping program under unix) and made my self a little tool kit of layers (you can see the file in web.mit.edu/cat/project/lj/kobun-xcfs/servbot-toolkit3.xcf though it's only readable by the gimp, I think. You can also see each moods xcf file there.) The gimp does the transparancy and animations. (You make animations by making each layer a frame and then exporting as a gif. The gimp will ask you if you want it saved as animation.)
(I actually started on a GIR one and then didn't get very far. Though the start of the tool kit is there.)
Then it was a lot of patience making all the moods. You need need to make enough to fill the lj mood hierarchy, then use the admin console to turn the moods into a private one that you can select. The lj faq is here
It takes a lot of time, even more so if you haven't used the gimp for this sort of thing before. But it's fun.
