I wonder if the spouting was because she really really needed to pee, and it was making her excessively anxious, or if she was demented. If she wasn't competent, then perhaps calling 911 and asking for a medical transport would have been a kindness.
If the bank was open, I wonder if going in and telling them about it would have been practical.
It is really hard to know how much to interfere. I am sorry you were put in that position. Huggles.
