I've been using the barrel sandpaper bits (large and small,) because you have to change them out fairly often. I found that it's better to use the finer grit as soon as possible or you can never get it smooth enough. The barrel bits are a little hard to do some detail with, but for this context it was correct.
On other projects I've used other methods, like one of the other things you can do is use a wood burning iron to get very fine details, but that's also tricky for a number of reasons. They also sell "foam clay" so you can build up details once you have a basis.
